High Quality Utilization of Industrial Land in Shanghai in the New Era: Analysis of Practical Contradictions and Exploration of Countermeasures

The healthy and efficient development of a city cannot be achieved without the spatial guarantee and high-quality utilization of industrial land. The current industrial development in Shanghai urgently needs to solve problems such as the withdrawal of inefficient industrial land, the transformation and upgrading of existing industries, and the innovation of industrial land policy mechanisms. This study focuses on the high-quality utilization of industrial land, systematically reviewing the various industrial policy releases that have accompanied the development of Shanghai's urban space, and sorting out the core principles of phased policies. At the same time, taking typical industrial parks and key enterprises in Songjiang District and Baoshan District as objects, this paper systematically analyzes the practical contradictions in the implementation of relevant industrial policies. On this basis, this article explores countermeasures and ideas such as the exit of inefficient industrial land, the renewal of existing industrial land, the utilization of new industrial land, and the activation of strategic reserved areas with the aim of providing a reference basis for the optimization and adjustment of industrial land planning and management policies in Shanghai.
