The current status and legal regulations of cultural and artistic commodity transactions in London, New York, and Japan were selected as research subjects. Through in-depth investigations and comparative analysis, the PESTEL analysis model was employed to address the issues existing in the Shanghai cultural and artistic commodity transaction market from six perspectives: politics, economy, society, technology, environment and law. A series of new strategic approaches were proposed. It was found that the optimization of the Shanghai Cultural and Artistic Commodities Exchange Center could not only promote the rationalization and healthy development of China's cultural and artistic commodity transaction market but also foster the prosperous growth of Chinese cultural and artistic transactions in the international market. This research provided theoretical support and practical references for the construction and development of the Shanghai Cultural and Artistic Commodities Exchange Center, offering significant practical implications.
