According to the industrial characteristics of high water consumption and high wastewater discharge in Shanghai textile printing and dyeing industry, a water-saving standardized path was constructed, to provide a replicable scheme for the green transformation of the traditional high water consumption industry. The proportion of water consumption in printing and dyeing industry was quantified by water structure analysis method. The dynamic adjustment mechanism was proposed by comparing the quota indicators of the state and other provinces and cities. Through case analysis of technical verification and management energy efficiency, typical enterprises were selected to carry out long-term follow-up research. The results showed that the quota increased by 17.5% at the level of standard construction. At the technical level, the wastewater reuse rate of enterprises reached 40.0%-62.5%, and the water consumption per unit product decreased by 15%-20%. At the management level, the comprehensive management benefits have improved significantly. Through the three-dimensional coordination of quota adjustment, technology iteration and management optimization, the water use efficiency of the printing and dyeing industry in Shanghai improved, forming a standardized paradigm of ‘source reduction - process cycle - end reuse’, which can provide policy reference and technical support for the green transformation of the high water consumption industry in China, and help to achieve the goal of intensive utilization of water resources.
