Low-complexity and high-compression video coding play an important role in high resolution video surveillance. In indoor video, moving objects are Region of Interest (ROI) under surveillance.Based on detecting and restoring ROI,a novel video coding scheme for indoor high-resolution video surveillance is proposed in this paper. Both base-layer and ROI-layer bit streams are obtained and transmitted based on object extraction. At the decoder, low resolution video image can be decoded from the base-layer,while ROI-layer is used to restore region of interest with high resolution.Experimental results show that the proposed scheme reduces coding complexity and improves coding efficiency.
