      牛首河一带沿线上下游布局密度都高上游通道人工化,下游低洼占用产流量大,上下游均大上游人工渠道来水迅速,下游坡缓流速慢流向集中低洼,受秦淮河洪水回流的顶托下游受纳水体排洪压力大河流上下游生态调蓄功能格局整体优化
      九龙湖区一湖城市空间分布散大量占用产流增加,分布分散流速缓流向紊乱排水不畅,产生倒灌控制城市开发,增加储存空间
