Early-warning and Counter-attack Combat of Missile (ECCoM) is an important support of the active defense strategy. However,it is difficult to establish the operational system and to make effectiveness evaluation.Aiming at the establishment of Early-warning and Counter-attack Combat System of Missile Systems (ECCSoMS) and its effectiveness evaluation,Department of Defense Architecture Framework (DoDAF) is used to establish the ECCSoMS,and analysis is made to the military requirements, combat missions, operational activities, operational capabilities and weapons system by the technical means of views.Effectiveness evaluation of ECCSoMS is realized by use of the belief Rule base Inference Methodology using the Evidential Reasoning (RIMER).And the belief rule base is constructed according to historical experience, experimental data and expert knowledge, which can convert various types of uncertainty data into a unified structure reliability. With an example, the specific application and advantages of the method are illustrated.
