Fighter aircraft is the kernel part of information combat circumstance. The combat effectiveness of fighter aircraft depends more on the capability of information dominance than on the weapon's capability, thus it becomes difficult to evaluate the fighter aircraft's combat effectiveness. A method based on information dominance is brought forward for effectiveness evaluation of fighter aircraft in information warfare. An effectiveness evaluation model is established at first, which divides the whole combat process into four steps according to the application of information in the operational system, including battlefield early warning, battlefield reconnaissance, battlefield decision-making and weapon guidance. The state-transition matrix can express the change of the four states. Then, calculation formulas of information dominance capability in different steps are obtained by considering the operational capability, real-time performance and steal performance synthetically. And finally the operational effectiveness is obtained. The method can make quantitative evaluation to operational effectiveness of fighter aircrafts, and simulations show the validity of it.
