Considering that it is difficult to study quantitatively the operational decision-making synchronization we proposed a method on operational decision-making synchronization from time viewpoint.Firstly the process of operational decision-making synchronization was analyzed from the viewpoint of time and time-consuming measure indexes of operation communication were proposed.Secondly the time lag coupling model of operational decision-making synchronization was established.Finally the case analysis showed that the shortcomings that the opinion of the operation systems can not reach unification could be solved with the proposed model.Some methods such as adjusting links in network and shifting the target decision node were given to improve the capability of decision-making synchronization which supplied a new way for quantitative study on decision-making synchronization.
