A decision-making model was established for preventing the fighter from being attacked in the medium and long distance air get close to.The model helps the fighter get close to the enemy in stealth way by making use of the Doppler blind zone of the enemy’s Pulse Doppler (PD) radar.Firstly the Doppler blind zone model of the radar onboard enemy fighter is established.Secondly, the safe boundary is settled with the support of Electronic Support Measures (ESM).Then, three decision-making modes are established and switched according to the states of ESM states. Finally,an optimal maneuver strategy is figured out by the Receding Horizon Control (RHC) algorithm. The experiment turned out that a fighter can accomplish a lower risk of being detected and tracked if adopting the optimal maneuver strategy, and finally get better superiority on situation.
